What Is Average Wage: Which One??
Definition
The "average wage" has at least four scopes: (1) urban non-private units (large firms, government) vs private units (small businesses) — the former runs ~1.8-2x the latter; (2) figures are gross, including personal social-insurance contributions and income tax; (3) they are means, not medians — high earners pull the mean up, so earning below "average" is the norm; (4) "disposable income" is a separate household survey with lower values. Social-insurance bases, severance caps and judicial compensation all hook onto the local urban-unit average wage — know the scope to know which formula applies to you.
Formula
Social-insurance base cap = local average monthly wage × 300%; floor × 60%
Worked Example
A city reports non-private annual 210K (17.5K/month) and private 68K (5,670/month): a 3x gap within one city. When headlines say "average 17.5K/month", the right benchmark for most private-sector workers is 5,670.
Common Misconception
"Drag-the-average" anxiety is mostly scope mismatch: comparing a private-sector salary to a non-private mean, or net to gross. Mean ≠ median — in right-skewed income distributions the median better represents the typical person.
